Moderators get the admin menu in Pavlov's pause menu, and other players can't vote-kick them. Your server keeps its moderators in the mods.txt file, one SteamID64 per line.

Adding Moderators Using mods.txt

Log in to Bropanel and Stop your server.

In the sidebar, go to Files.

Open Pavlov/Saved/Config/mods.txt.

Add each moderator's SteamID64 on its own line:
76561198106341655 76561191238744444

Save the file and start your server.

Adding Moderators From The Console

While the server is running, you can also manage moderators from the Console:

AddMod 76561198106341655 makes that player a moderator and adds them to mods.txt.
RemoveMod 76561198106341655 takes them off the list.
ModeratorList shows every moderator.
