Settings that aren't on the Settings page, such as player slots and votes, live in your server's config file, dedicated_cfg.txt.
Editing The Server Config

Stopyour server. - 2In the sidebar, go to
Filesand openUserData/Config. - 3Open
dedicated_cfg.txtand change the values you want, for example<max_players>16</max_players>. - 4Save the file and start your server.

Note
The server account, server name, comment, password and game port come from the Settings page. They're written into dedicated_cfg.txt every time your server starts, so change them on the Settings page instead.
If the console shows Could not read UserData/Config/dedicated_cfg.txt, a tag in the file isn't closed. Fix it, or delete the file and start your server to get a fresh copy with the default settings.
