Your server comes with built-in fast downloads. When a player joins without one of your custom maps, the game downloads it over the web from your server, which is much faster than the game's own download. There's nothing to set up: maps and files you upload are ready for download after the next restart.
Workshop items don't use fast downloads, players get them from Steam.
