Admins can use server commands such as sv_kick, sv_ban, sv_changemap and sv_reset from the in-game console. You choose who is an admin in ServerAdmin.json, using their Steam account id.
Finding A Steam Account Id
Your Steam account id is the number at the end of your Steam ID3, for example 12345678 in [U:1:12345678]. Sites such as steamid.io show it when you paste in your Steam profile link.

"groups": {
"admin_group": { "type": "disallowed", "commands": [] },
"mod_group": { "type": "allowed", "commands": ["sv_reset", "sv_ban"] }
},
"users": {
"YourName": { "id": 12345678, "groups": ["admin_group"] },
"AFriend": { "id": 87654321, "groups": ["mod_group"] }
}
}
admin_group can use every command (none are disallowed), and mod_group can only use the commands it lists. Each user's name is just a label for you; the id is what counts.
