Your Squad server has three settings that decide whether players can switch teams and how evenly the teams are kept.
Changing Your Team Balance Settings

Basic, turn the team settings you want on or off. - 4Click
Save & Restartto apply your changes.

Allow Team Change | Lets players switch teams. Turn it off to lock players to the team they join. Default: Enabled |
Prevent Team Change If Unbalanced | Blocks a team switch that would leave one team more than 3 players bigger than the other. Turn it off to let players switch freely. Default: Enabled |
Enforce Team Balance | Forces team balance when the teams are too uneven. Default: Enabled |
Admins with the balance permission can always switch teams, and admins with forceteamchange can move other players with AdminForceTeamChange.
Tip
Prevent Team Change If Unbalanced allows a difference of 3 players between the teams. To change it, set NumPlayersDiffForTeamChanges in Server.cfg in SquadGame/ServerConfig/.
